It has only been tested in CS, but the functions which block voice are not said to be CS-only.
Can you check to see if the plugin had logged any errors?

If you go into addons/metamod/plugins.ini (I think path is right), then you can remove dproto.

The panel doesn't let me see metamod directory, only amxmodx. Does this plugin works with steam id's? If so, i think that guy was non-steamer and that's why it didn't work, am i right?

I think i should contact with seller to remove that proto thing.

You should press key '8' first to change action from 'ungag' to 'gag'. Fortunally it's the hardest thing to understanding by admins.
