On the server side:

steamcmd +logon anonymous +force_install_dir ../hlds +app_set_config 90 mod czero +app_update "90 -beta beta" +quit

Note 1: ../hlds should be where you want to install the server to.

Note 2: On Linux, it's ./steamcmd.sh rather than steamcmd

Note 3: SteamCMD currently figures out where its update cache is based on the install directory string. So, /home/gameserver/hlds/ and ../hlds/ (assuming steamcmd is in /home/gameserver/steamcmd/) are NOT treated the same even if they're the same directory.
