Server not in Favorities List

Hello every one
i dont know why my server cant be on favorites list it's says server is not responding

My server is a steam server ( By steamCMD )

Protocol version 48
Exe version 1.1.2.7 (cstrike)
Exe build: 17:46:18 Apr 25 2013 (6027)

Favorites list ?!
It is not the HL Server problem.
Try to see if your ports are correctly forwarded

or try to add your lan ip (local)
192.168.x.x

my server ports are correctly forwarded and also the server is online on GameTracker..

Is it your server?
Do you open counter-strike and the server in the same PC?

If you cannot see it, can your friends see it?
check if firewall is blocking it

To launch it from your side, connect with this IP: 127.0.0.1:Your port
EDIT: This is if you are connecting from the PC that you are hosting the server, so if you wanna connect with another PC but the same router, try to connect with your Lan IP (usually it is 192.168.1.(X) )
