@anakin_cstrike: Some thing you should do.

- PreThink : Shake message -> MSG_ONE_UNRELIABLE ; more safe.
- PreThink : When you are in the water, you set each time, icon, speed and task, when it needs to do it just one time..
- PreThink : When you are not in the water, all in the else {} is called each time when it needs to be called one time after being off the water only.
- Dlight message -> MSG_PVS ; No need to show something to players who don't look at your origin.
- Also, to remove health, you can try to use DMG_FREEZE.

If someone use this plugin and have other plugin who changes speed of player, to work the plugin witch modify speed this plugin must be above (in plugins.ini) of your plugin
