whenever i start a new game with any map i get this error in console

LoadLibrary failed on D:\GAMES\cs\cstrike\dlls\hl.dll (126)
Host_Error: Couldn't get DLL API from D:\GAMES\cs\cstrike\dlls\hl.dll
is my hl.dll missing ?
i dont understand

You can answer your own question. How are you starting a new game? From within Counter-Strike? From a Dedicated Server? From a Standalone Dedicated server? Do you have the latest version of the game and/or server?

We can't help you without more details.

no no
when i play in my server its okay
but when i do not..
that is when i just play cs 1.6 like with bots and start a new game then this happens
but when i connect and play to my or any other server its okay
