Because when I'm with open sXe the fastdownloads server does not work?

Is it just me close the sXe files are downloaded quickly by fastdownloads server.

When you restart the server fastdownloads server does not work.

If I close and open my game, it works.

The problem is not so sxe realized.

If I put a new model on the server and restarting, players will not download at maximum speed.
They will need to close the game and open it again to download at full speed by sv_downloadurl.

Why does this happen?

Is there any client command for it need not restart the game?
