u might wanna try disable the abnersound plugin, i had the rubber banding issue, still monitoring it, but after disabling it , my server became smoother, I rent my server from clanwarz, they say their machine is able to handle 32 players with 128 tick setting. Pointing it out for plugin fault, which they can't advise us on it. Hope it helps though
