What is the best way to do this for free?
I used to use dropbox/my home webserver, but am having issues, possibly with my isp thottling/tampering with it.

There is no "best" way to to it free. Pay for a webserver. It's not that expensive. I think I got mine for less than 5 USD per month and that wasn't the cheapest I could find.
