I didn't compile it. I just dropped the L4D2sicooplimit.smx into sourcemod\plugins and restarted the server. the one I downloaded from your lat post didn't work. I dropped the original back in and it works. the original just spawns on other human players cross hairs and not mine.

I have upgraded to SourceMod 1.10 and the specials still spawn on other human players crosshairs and not mine.

It works fine if I'm the only player in My server.
