When posting code, you need to put the code in either [php][/php] or [code][/code] tags, not as a quote. Posting as a quote removes whitespace making it harder to read and test with.

Also, notice that the third argument of emit_sound() is a string. It must be the path of the file relative to the "sound" folder. I.e. if the sound is located at "sound/folder/sound.wav" then the argument should be "folder/sound.wav".

Also, the value that you get from precache_sound() is not the "owner" in any way, it is an id the references that sound (which is not used by emit_sound().

Also, precache_sound() must be in plugin_precache().

You should read my post. However, if you're wanting to to just play the sound for everybody, you should not use emit_sound(). Instead, use the "spk" method.
