I understand that you don't want to change the plugin because it works fine for you. But... you realise that it might go to "Unapproved" if you ignore the suggestions which the plugin approvers made? Using a console command would solve the server_frame and persistent cvar issue.

Here's another suggestion, it's basically what you originally had, but running at 1 fps instead of maximum fps: Start the task (which runs every second) at plugin_init() and never stop it. Within this task, check/monitor the cvar which you originally had and turn glow on or off accordingly, but only if the cvar has changed. Since the task is only called every second, persistent cvars aren't that important, though it's certainly a plus.
