for some reason ever like 5-10 hours my Internet will shut down for like 30 seconds then it will be working again. when its up and working again i notice my ip changed and is completely different from before. Is there any way to fix my ip and/or my Internet from shutting down??

It's not a matter of having it "enabled", it's a matter of whether your ISP wants to give you one.

Static IP on the comp is for LAN. That is a different IP than the one that is used over the internet. If you want a static internet IP, you will have to contact your ISP
