Then it could be fun to restrict it to admins only & vip only because 30 players thrawing their flash in same time would probally lag the server in same time, or one shot the zombie if they aim well.
Maybe add a new cvar like :
zr_thunder_flash_mod "1" // 1 = Only 1 effect can hit the zombie in same time, before he can be hitted by an other thunder flash the first effect timer need to be terminated. 2 = Every hits add their timer to the current thunder effect's time left. 3 = Every new hits will create a new timer, and if the zombie gets hit by 5 flash he'll get 5times dammaged by 5times Xseconds.
