I don't think it's possible either, unless user installs app that injects itself into the exe, just like another hack.
f5 (in-game screenshot) and f12 (steam screenshot manager screenshot) won't show hack overlays, only PrintScreen I think or other screen capture apps like BandiCam

If you're so extraordinarily paranoid about hackers, require your users to be running something like EAC.
