need help configuring 100 tick server

i wanna run a 100 tick CSS v34 server for 10 slots
can i run it ?

my net speed is:
Line Rate - Upstream (Kbps): 1023
Line Rate - Downstream (Kbps): 6143

on windows xp SP3 , core 2 duo E8200 2.66GHZ, 2GB Ram

if i can what will be the rates settings
