This is to clear up the mistakes of some unmentioned people that installed AMXX over their files and bitched at the AMXX team for it.
Summary/Quick Guide:
When upgrading it is always suggested to unzip/tar the file to a temperary folder(ie a "new folder" on your desktop), then copy the needed data over from file to file. For example: Copy the plugins you added from your old "plugins.ini" to your new "plugins.ini" then recompiling the said plugins to work. If some plugins dont compile and you dont have the no how to fix them. Comment them out and search

Tips:
When upgrading ANY program it is ALWAYS recommended to BACK-UP the previous version. This will save you the trouble of having to redo EVERYTHING.
Upgrading AMXX/AMX:
As I have said, when upgrading ANY programin it is ALWAYS recommended to BACK-UP the pervious version. With this said I will tell you the base files you'll need to edit to get the same base results of your previous AMXX/AMX.
Main files
:- amx.cfg
users.ini
maps.ini(if using a mod other then CS)
plugins.ini(+ the plugins you want to use, MUST recompile)[AMX]
plugins.ini[METAMOD/MMX]
modules.ini(+ modules, if using a AMX module on AMXX please search the board for if it will work or has been intergrated)
cvars.ini(good for quick cvar changes)
Open the new and old version of such files and swap your data between the old and the new.

Due note: Binary ONLY updates of AMXX will be for download in the soon future. This may be an easy way of upgrading but do keep in mind it might not be a quick paste job over the old version due to possible changes in the folder layouts, file locations, module api, and other things.
