Kick / Refuse Faked/Changed Steam ID's

Game : CS:GO ( forgot to put in title )

Hello,
today someone got banned from a server I'm admin on and changed his Steam ID to someone else's / stole someones Steam ID.

My Question now is is there a way to refuse / autokick people who changed their SteamID
and if there is how to do so / is there already a plugin for this?.

There is only 1 legit way to "change your steamid" and that's creating a brand new steam account and repurchase CSGO.

Well if it was legit or not, that guy changed his SteamID and was able to enter the server even tho his original SteamID was banned

If he changes both steamid and ip adress there is no way to identify it's him.
It could be anyone else.
Only if either steamid or ip adress is same you can identify him

Does that mean I am not able to stop him doing everything he wants on the server?

Is there maybe a way to let him be banned by Valve? For this?

A quick steamrep lookup on both of those steamids then visitting the name history of both, there is 1 common name of both of the accounts: JustGoAway CSGO-Pool.com Is this the name of the guy you banned?

He has the same name and profile picture as his normal profile but the SteamID of the other?
Maybe there is a way to get the Steam name of the Fake Profile ( with the SteamID ) and if it does not match to the name he does have on the server he gets kicked and if the original profile changed his name to the fake profile he gets kicked aswell.

Yes thats the Original Profile and the guy i banned permanently

You can check for name and see if it matches a certain person.
However if he has a new steamid, other name and other ip, nothing you can do.
However steamid only changes on new steam account, which requires a new csgo.
Just ban him when you see him.
He won't keep buying csgo accounts for your server, if he would do so just be happy with it as it costs him a ton of money ;)
