nope. it's not a bug, it's how CS:S works. if you want this feature make a plugin that controls bots.

if you want to disassemble every single bot function, find which ones control bot aiming and shooting, then patch them, and keep patching them each update, go ahead ;)

until then, it's not a bug. it's a feature no one's implemented.
