I wonder if somebody might have an idea, if there is a way to add more spawnpoints to a map. Would be nice, since the new cz maps allow just 10 people at each time. Combined with a 24 slots server...

yes. create entity and set its classname to player_deathmatch or something like that.

You cannot create spawn points in CS or CZ. One solution is to "zap" the player to a new origin on spawn, with set_user_origin

Bail: how would you know if a certain player is actually on a spawn point or not?

you don't, but you can catch when they spawn by hooking ResetHud (actually you need to wait 0.1 seconds so you start a timer after ResetHud, "b" flag.

So hook ResetHud and changes everyones orgin just a little so there not on a spawn point and all will be good?

well the point is you define your own origins for people to spawn at, then move them there, so yes.

But with this you just change spawnpoints and don't really add them. I mean, after 20 players have chosen their teams, cs blocks jointeam 1 and 2 on the new cz Maps for cs e.g. That's the problem I hoped to solve.
