I use Valve Hammer, what map do you want to add more spawn points? Maybe I already edited those maps.

What do you mean? Go download VH >.<

Spawn points has XYZ, you changed those values or you add some more. Your clients don't need to redownload the map. Just upload it to your server.

XYZ can be +, 0, -.
