This is an outrage! Many players dont have Steam! And is it a problem for you that i have a NonSteam server? If you dont like dont play there!

It isnt my server... Its my friends. I want to make my own server better than+ Steam only his soo i ask support.

If it's for Steam server, then save by SteamID, not IP.
